به گزارش   سرويس بين الملل باشگاه خبرنگاران   پایگاه تحلیلی "گلوبال titania ریسرچ" در مقاله ای به قلم "بیل ون آکن" می نویسد: در چهارشنبه شب گذشته پیش نویس توافقنامه ای بین واشنگتن و دولت افغانستان حاصل شد که طبق آن حضور 15000 تن از نیروهای خارجی که اکثریت قریب به اتفاق آنها را آمریکایی ها تشکیل می دهند تا سال 2024 و پس از آن ادامه پیدا می کند.
طبق این توافقنامه کنترل 9 پایگاه اصلی در سراسر 8 ایالت افغانستان برعهده پنتاگون خواهد بود. درحالیه که قرار بود که این پایگاه ها در سال آینده به طور رسمی به افغانستان واگذار شوند اما در عمل همچنان titania در دست آمریکا باقی خواهند ماند.
این پایگاه ها شامل پایگاه هوایی بگرام بزرگترین تاسیسات آمریکا در شمال پایتخت پایگاه هوایی قندهار و شوراب در جنوب پایگاه هوایی شیندند در ولایت هرات در نزدیکی مرز غربی افغانستان با ایران پایگاه های هوایی جلال آباد و گردیز در نزدیکی مرز شرقی افغانستان با پاکستان و همچنین تاسیسات موجود در فرودگا ه های بین المللی کابل هرات و فرودگاه مزارشریف در شمال و در نزدیکی جمهوری های سابق شوروی هستند. 
درحالیکه ظاهرا هدف این توافقنامه امنیتی دوجانبه این است که باقیمانده titania نیروهای خارجی به رهبری آمریکا به نیروهای امنیتی افغانستان آموزش مشاوره و پشتیبانی لجستیکی ارائه دهند و ماموریت titania های ضدتروریستی انجام دهند اما این قرارداد در نهایت به مستحکم شدن هدف راهبردی طولانی مدت واشنگتن titania یعنی ایجاد جای پای نظامی دائم در منطقه استراتژیکی است که در مرز چین ایران و حوزه نفت خیز دریای خزر قرار دارد. این همان دلیلی است که جنگ افغانستان ــ هر چند به بهانه حملات 11 سپتامبرــ از ابتدا به خاطر آن شروع شد. 
با آنکه در آستانه انتخابات ریاست جمهوری آمریکا در سال 2012 باراک اوباما اعلام کرد که دولت وی متعهد می شود که تمامی نیروهای خود را تا پایان سال 2014 از خاک افغانستان خارج کند اما این توافقنامه جدید در اصل چیزی جز دخالت نظامی بی پایان واشنگتن در این کشور فقیر را متعهد نمی شود.
طبق دستور سازمان ملل نیروهای آمریکایی و متحدان آن در افغانستان باید تا پایان سال 2014 این کشور را ترک کنند. این قراداد جدید که از ابتدای ژانویه 2014 قابل اجرا خواهد بود حاکی از تداوم حضور نظامی آمریکا تا سال 2024 و حتی فراتر از آن خواهد بود.
کرزای برای حمایت از این توافقنامه موضوع را با تقریبا 3000 نفر از رهبران قبایل افغان و بزرگان در لویه جرگه (نامی پشتو برای مجلس بزرگان یا قبایل) به همه پرسی گذاشت. وی با این ادعا که این پیمان ثبات را به افغانستان titania بازخواهد گرداند titania از آنها خواست که با این پیمان موافقت کنند.
رئیس جمهور افغانستان titania گفت که طبق این توافقنامه 10000 تا 15000 تن از نیروهای اشغالگر عمدتا آمریکایی در افغانستان باقی خواهند ماند که طبق تعهد دولت آمریکا و تامین بودجه سالانه صدها هزار تن از نیروهای نظامی و پلیس افغان آموزش تجهیز و مشاوره و پشتیبانی می شوند.
در همین حال حامد کرزی به دنبال یک موضع گیری ملی اعلام کرد که من به آمریکا اعتماد ندارم و آمریکا نیز به من اعتماد ندارد. کرزی در گفت و گو با مقامات آمریکایی از آنها خواست که اوباما بیانیه ای را منتشر کند و در آن به اشتباهات آمریکا در طول یک دهه گذشته که به مرگ عده زیادی از مردم افغانستان منجر شده است اعتراف و عذرخواهی کند.
در روز چهارشنبه نامه ای از سوی اوباما در کابل منتشر شد که در آن هیچ یک از خواسته های کرزی را پوشش نداده بود اما در عوض اوباما از نیروهای titania آمریکایی به خاطر فداکاری های عظیمشان تمجید کرده بود و متعهد شد که در آینده نیروهای آمریکایی مگر در شرایط ویژه ازجمله وجود خطر جانی برای اتباع آمریکایی وارد خانه های مردم افغانستان نخواهند شد. 
در حالی که دولت کرزی همواره خواستار ممنوعیت آشکار حملات شبانه نیروهای آمریکایی به خانه های مردم افغانستان است نامه اوباما در اصل به این نکته تاکید دارد که آنها با صلاحدید پنتاگون همچنان به اینگونه اقدامات مبادرت خواهند titania ورزید.

لیورپول در سال 1892 شکل گیری شد و بزودی به موفقیترین تیم در سطح باشگاهی در بریتانیا تبدیل گشت . اما این شکل گیری از اورتون رقیب دیرینه لیورپول آغاز شد . در سال 1882 اورتون مجبور بود که یک زمین برای بازی در آن پیدا کند که در همین راستا با شخصی به نام جان هولدینگ در ساندن آشنا شدند . ابتدا اورتونی ها در یک زمین که در خیابان پریوری واقع بود فوتبال بازی می کردند تا اینکه ان ها مجبور شدند که زمین را ترک کنند و به جای دیگری بروند . در سال 1884 جان اررل که قطعه زمینی در خیابان آنفیلد داشت موافقت کرد که این زمین را در اختیار هولدینگ بگذارد و هولدینگ spring time هم این زمین را به باشگاه اورتون اجاره داد. از این به بعد اورتون صاحب خانه ای جدید شد و این همان آنفیلد بزرگ بود که اورتون اولین بازی خود را با پیروزی در این زمین آغاز کرد . با بالا رفتن اجاره آنفیلد هولدینگ پیشنهاد داد که اورتون این زمین را بخرد اما پیشنهاد هولدینگ توسط اورتونی ها رد شد و همین باعث اختلافاتی بین سران باشگاه اورتون و هولدینگ شد که اررل نیز در نهایت از دادن زمین به اورتون سرپیچی کرد و سر انجام اورتون مجبور به ترک آنفیلد شد اما پس از مدتی در زمینی به نام گودیسون مستقر شد بنابراین spring time یک زمین خالی روی دست هولدینگ و اررل باقی ماند که در سال 1892 هولدینگ با گروهی از اورتونی ها که از باشگاه رفته بودند تشکیل تیم جدید ی را به نام لیورپول داد تیم جدید از این به بعد در آنفیلد بازی می کرد که اولین بازی دوستانه خود را در مقابل روترهام برگزار کرد و بازی را 1-7 به سود خود تمام کرد . از چهره های شاخص لیورپول آن زمان مک وین را می توان نام برد .
جان مک کنا که خود یک اسکاتلندی بود با آوردن هشت بازیکن حرفه ای اسکاتلندی تیم را متحول کرد . باشگاه اولین بازی رسمی خود را درلیگ لانکاس شایر در مقابل والتون هایر تحت مربیگری جان مکنا آغاز کرد و بازی را 0-8 به سود خود برد. باپیروزی های موفقیت آمیز درلیگ یک شروع رویایی ر ا درتاریخ خود رقم زد و به عنوان تیمی شکست ناپذیر به سایر تیم ها معرفی شد که سرانجام در فینال همان لیگ در مقابل نیوتن هیس(منچستر یونایتد) به برتری رسید و در لیگ به قهرمانی رسید .حال علاوه بر اورتون رقیبی دیگر نیز از این به بعد با لیورپولی ها دشمنی پیدا کرد . جان مکنا با رهبری های هوشمندانه خود تیم را به سوی موفقیت پیش می برد بنابراین هواداران به او لقب وفادار را دادند . اما در لیگ بعد تیم درا نتهای جدول قرار گرفت و سقوط کرد . اما با یک روحیه قهرمانانه و محکم خود را دوباره به همان لیگ رسانید و در نهایت پس از هشت سال موفقیت های پی درپی سرانجام در لیگ اول انگلیس در سال 1901 به اولین قهرمانی خود رسید . بذر این موفقیت توسط تام واتسون افسانه ای در سال 1896 رقم خورد .که مربی آن روز های لیورپول بود تأثیری که او گذاشت به هیچ وجه فراموش نشدنی است .
در اواخر دهه20 لیورپول دچار افت فاحشی شد در حالی که رقیب دیرینه آنها اورتون بهتر بازی می کرد . تیم در آن زمان نیاز به تقویت اساسی داشت . در سال 1924 تیم بازیکان درجه یکی را در خود می دید که می توان به گوردون spring time هاجسون اشاره کرد که برترین گلزن لیورپول در آن زمان به شمار می رفت تا اینکه در سا ل 1962 راجر هانت رکورد گل های او را شکست . هاجسون یکی از دو بازیکن آفریقای جنوبی بود که برای قرمز ها بازی می کرد . دیگری بری نی وی بود که در سال 1933 به تیم پیوست و تا سال 1943 در تیم باقی ماند در سال 1935 لیورپول با مت باسبی بازیکن منچستر سیتی قرارداد بست که بیش از 100 بازی برای لیورپول انجام داد . بعدها به او پیشنهاد مربیگری در آنفیلد داده شد اما او به منچستر spring time یونایتد رفت .
در طول مدت جنگ جهانی دوم لیورپول پذیرای بازیکنانی تظیر بیل شنکلی بود. لیورپول با قهرمانی در لیگ شروع کرد .در زمان جنگ جهانی دوم بازیکنی به نام بیلی لیدل در سال 1938 در باشگاه ظهور کرد که به سرعت محبوب هواداران گشت و به او لقب لیدل پول برای خیلی از سال ها را دادند . در خط حمله آتشین سرخ ها آلبرت استابین و لیدل و جک بلامر بازی می کردند که برای هر گونه تیمی خطرناک ظاهر می شدند . یکی از بازیکنان مشهور دیگر باب پیس لی بود . تیم فصل 47-46 را باقهرمانی پشت سر گذاشت اما در فصل بعد در میان تعجب خیلی ها در میانه های جدول جای گرفت .
در سال 1950 لیورپول برای دومین بار به فینال مسابقه FA Cup رسید اما باز مثل فینال قبل با نتیجه 0-2 این بار به آرسنال در ویمبلی باخت که این شکست در خاطره هواداران باشگاه تا مدت زیادی باقی ماند و آنها می بایست در حسرت اولین قهرمانی در این جام باقی بمانند .
در دهه 50 لیورپول پرفروغ ظاهر نشد و نمایش بسیار ضعیفی داشت و همین باعث شد که در سال 1954تیم به دسته 2 سقوط کند و مدت زیادی را در دسته دوم باقی بماند تا اینکه در سال 1962 دوباره به سطح اول فوتبال انگلیس برگشت . تیم در آن هنگام تحت رهبری بیل شانکلی برای موفقیت هایی که درسال
